The BEG architecture: KfW vs BAFA

The Bundesförderung für effiziente Gebäude (BEG) is the federal umbrella programme for residential energy retrofit. It is split into four directives published in the Bundesanzeiger:

  • BEG WG (Wohngebäude — residential buildings): full refurbishment to Effizienzhaus standards. Richtlinie of 9 December 2022 (Bundesanzeiger BEG WG).
  • BEG EM (Einzelmaßnahmen — individual measures): single-measure grants. Richtlinie of 21 December 2023 (BAFA — Richtlinie BEG EM).
  • BEG NWG (Nichtwohngebäude — non-residential).
  • BEG KFN (Klimafreundlicher Neubau — climate-friendly new construction).

The two delivery agents have clear division of responsibility:

  • BAFA handles the building envelope (insulation, windows, exterior doors), non-heating system technology (mechanical ventilation, smart-home efficiency), and heating optimisation (hydraulic balancing).
  • KfW handles the heat generator itself (KfW 458 for residential heating systems), full Effizienzhaus refurbishments (KfW 261), the climate-friendly new build programme (KfW 297/298), and the complementary loan for additional residual costs (KfW 358/359).

A key principle: BAFA and KfW grants combine across measures (envelope at BAFA, heating at KfW, ventilation at BAFA), but the iSFP bonus only applies to BAFA measures, not to KfW 458.

KfW 458 heat pump grant: up to 70% of costs

KfW 458 — Heizungsförderung für Privatpersonen – Wohngebäude is the headline heat pump grant for owner-occupiers and landlords replacing fossil-fuel heating (KfW — Heizungsförderung 458). It is a direct grant (Zuschuss), not a loan.

The Klimageschwindigkeitsbonus is degressive from 2029 (-3 pp every 2 years), disappearing in 2035.

Cost caps

  • Single-family home: €30,000 of eligible costs.
  • Multi-family home: €30,000 (1st unit) + €15,000 (units 2-6) + €8,000 (units 7+).
  • Maximum subsidy for a heat pump in a single-family home: €21,000 (70% of €30,000) (enerfokus.de — Förderung Wärmepumpe 2026).

Key conditions in 2026

  • Building must be at least 5 years old.
  • The application (Bestätigung zum Antrag, BzA) must be submitted before signing the heating contract — the contract must include a suspensive clause subject to BzA approval.

KfW 261 Effizienzhaus: subsidised loan + Tilgungszuschuss

KfW 261 — BEG Wohngebäude Kredit is the federal programme for full refurbishment to Effizienzhaus standards. It combines a low-interest loan with a partial debt write-off (Tilgungszuschuss). It is the appropriate route for ambitious refurbishments that target an EPC class jump rather than a single measure.

Mandatory Energy Efficiency Expert

The iSFP bonus: how to unlock the extra 5 percentage points

The individueller Sanierungsfahrplan (iSFP) — Germany's renovation passport — is the single most impactful tool to maximise BAFA grants. Properly used, it:

  1. Adds +5 percentage points to BAFA BEG EM envelope, technology and heating-optimisation grants → from 15% to 20%.
  2. Doubles the annual cost cap from €30,000 to €60,000 per dwelling.

The iSFP is produced by a BAFA-listed Energy Efficiency Expert and is funded through the BAFA Energieberatung für Wohngebäude (EBW) programme (BAFA — Energieberatung Wohngebäude):

  • 50% of the consultant's fee reimbursed by BAFA.
  • Cap: €650 (single/two-family home), €850 (≥ 3 dwellings).
  • +€250 if results are presented to the condominium owners' assembly (WEG).
  • Direct payment to the homeowner since 1 April 2025.

Important: the iSFP bonus does not apply to KfW 458 (heating) — it only boosts BAFA grants. It does, however, apply to KfW 261 in the form of the requirement for a renovation roadmap.

§35c EStG tax deduction: the alternative route

For households that want a simpler administrative path — no ex-ante BzA, no Energy Efficiency Expert mandate — Germany offers a tax deduction under §35c EStG (Gesetze im Internet — §35c EStG).

Mechanism

  • Year of completion + following year: 7% of expenses, max €14,000/yr.
  • Second following year: 6% of expenses, max €12,000.
  • Total cap: €40,000 per property over 3 years.

Conditions

  • Property must be > 10 years old at the start of works.
  • Property must be used exclusively by the owner as a primary residence in the year concerned.
  • Works performed by a certified specialist company (Fachunternehmen) with a Fachunternehmerbescheinigung.

The cumulability trap

§35c is incompatible with BEG grants, KfW loans and other public subsidies on the same expenditure (lohnsteuer-kompakt.de — §35c EStG). You must choose: either apply via BAFA/KfW with a BzA before contract, or claim §35c on your tax return without a prior application. Most professional advisers recommend BAFA/KfW when grants are likely to exceed 15% of costs, and §35c when the household is short on cash flow upfront and wants to spread the tax saving over 3 years.

Länder programmes: the second layer

Each of the 16 federal states (Länder) layers its own programmes on top of the BEG. Below is a selection of the major ones in 2026.

Baden-Württemberg

  • NRW.BANK Mietwohnraumförderung – Modernisierung: equivalent for landlords.

Berlin

  • IBB Energetische Gebäudesanierung – Effizienzhaus (IBB): loan up to €120,000/dwelling (€150,000 with EE/NH), complementing KfW 261. Interest subsidy up to 0.6% p.a. + Tilgungszuschuss 20-25%.
  • SolarPLUS: €13m/yr envelope for residential PV.
  • ENEO: consulting subsidy up to €2,000.

Hesse

  • WIBank – KfW-BEG Wohngebäude Kredit Effizienzhaus: KfW conditions + Land grant via Hessisches Energieeffizienzprogramm.

Bavaria

The 10.000-Häuser-Programm has been closed since 24 April 2022 and not relaunched. In 2026, Bavarian private renovation relies primarily on federal BEG + KfW 358/359 + municipal PV programmes (baufoerderer.de — EnergieBonusBayern).

Application sequence and key changes in 2026

The most common error in German renovation grant applications is signing the construction contract before the BzA — which makes the application inadmissible. The correct sequence is:

  1. Choose an Energy Efficiency Expert (EEE) from the federal list at energie-effizienz-experten.de.
  2. Have the EEE produce the iSFP (renovation passport) — this triggers the +5 pp bonus and doubles the cap.
  3. Get quotes from specialist companies, but do not sign.
  4. EEE files the BzA (Bestätigung zum Antrag) with BAFA or KfW.
  5. Wait for BAFA/KfW approval (typically 4-8 weeks).

FAQ

Can I combine KfW 458 and BAFA BEG EM in the same project? Yes. KfW 458 covers the heat generator; BAFA covers envelope, ventilation and heating optimisation. They are explicitly cumulable provided no double counting on the same expense line.

Does the iSFP bonus apply to KfW 458? No. The iSFP bonus only applies to BAFA measures (envelope, non-heating technology, heating optimisation). KfW 458 has its own bonus structure (Klimageschwindigkeitsbonus, Einkommensbonus, Effizienzbonus).

What is the difference between KfW 458 and KfW 261? KfW 458 is a grant for replacing the heating system in an existing building. KfW 261 is a subsidised loan with debt write-off for a complete refurbishment to Effizienzhaus standards.
